The ACCEE ranking will cover all 50 states, but special attention will be paid to the top 10 states, the 10 states most in need of improvement and the five states showing the biggest positive movement (in alphabetical order and including ties): Alabama, California, Connecticut, Illinois, Kansas, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Nebraska, New York, North Dakota, Oklahoma, Oregon, Rhode Island, South Carolina, South Dakota, Tennessee, Vermont, Washington, West Virginia and Wyoming.
